Cannabis Packaging New Jersey. Compliant. Factory-Direct.

New Jersey requires all cannabis packaging to be CPSC-certified child-resistant and tamper-evident. Opaque packaging is mandatory for all products. Labels must display the IICPS universal symbol, comprehensive lab testing panels, and track-and-trace barcodes. Both adult-use and medical cannabis follow these standards under the New Jersey Cannabis Regulatory Commission.

New Jersey legalized adult-use cannabis in February 2021 when Governor Phil Murphy signed the New Jersey Cannabis Regulatory, Enforcement Authority, and Marketplace Reform Act. The state's medical program has operated since 2010. The New Jersey Cannabis Regulatory Commission (NJCRC) oversees both programs and has established some of the most detailed packaging requirements in the country.

I've worked with New Jersey brands since the medical program launched. The NJCRC takes labeling seriously — their lab testing panel requirements and track-and-trace barcode rules are more specific than most states. If you're packaging for the New Jersey market, you need to get the details right the first time, because the NJCRC reviews packaging as part of the product approval process.

Legal Status of Cannabis in New Jersey

New Jersey operates both adult-use and medical cannabis programs under the NJCRC. Adult-use sales began April 21, 2022. As of 2026, the state has over 200 licensed dispensaries and generated approximately $800 million in adult-use sales in 2024, making it the second-largest East Coast market after New York.

The medical program serves approximately 95,000 registered patients. Medical cannabis is exempt from state sales tax, while adult-use products are subject to a social justice excise tax plus applicable local taxes. Both programs share identical packaging requirements — there is no reduced standard for medical products.

New Jersey's market is growing fast. The NJCRC has been actively licensing new dispensaries and expanding the retail footprint. For packaging suppliers, this means consistent demand and the need to scale production. We ship to New Jersey brands regularly from our Abbotsford, BC facility.

The state has been deliberate about social equity in licensing, with a significant portion of new dispensary licenses going to minority-owned and impact-zone businesses. These new operators often need guidance on packaging compliance — many are first-time cannabis entrepreneurs who haven't navigated state packaging rules before. We provide compliance consulting alongside our packaging production, helping new brands understand exactly what they need.

New Jersey's proximity to New York creates a unique dynamic. Some consumers cross state lines for lower prices and better product availability, and brands operating in both states need packaging that works for both regulatory environments. The labeling requirements differ significantly between NJ and NY, but the bag construction — CR, opaque, tamper-evident — can be the same.

Child-Resistant Requirements in New Jersey

New Jersey requires CPSC-certified child-resistant packaging meeting 16 CFR 1700.20 standards. The testing protocol uses 200 children aged 42-51 months — 80% must fail to open the package without a demonstration, and 85% must fail after being shown how to open it. This is the gold standard for CR testing and applies to every cannabis product sold in New Jersey.

Tamper-evident packaging is also required. The consumer must be able to visually identify whether the package has been opened or compromised. Acceptable tamper-evident features include perforated tear strips, breakaway zippers, and heat-sealed closures that leave visible evidence of entry.

Test documentation matters in New Jersey. The NJCRC can request CR certification at any time. If you cannot produce a 16 CFR 1700.20 test report from a CPSC-recognized lab, your product can be pulled from dispensary shelves. Our child-resistant mylar bags come with full test certification. We provide the documentation you need to show any inspector.

New Jersey is one of the few states that actively audits CR certification at the dispensary level. During a compliance inspection, NJCRC inspectors may ask the dispensary manager to produce CR test documentation for any product on the shelf. If the dispensary cannot produce it, the product is flagged. This means brands need to provide their CR documentation to every dispensary that carries their products — or make it easily accessible.

We solve this by providing digital CR certificates that brands can share with dispensaries via a link or QR code. When an inspector asks for documentation, the dispensary can pull it up immediately. This eliminates a common friction point in the NJ market.

Opacity Requirements — Universal Mandate

New Jersey requires opaque packaging for all cannabis products. This is a universal mandate — flower, edibles, concentrates, and topicals must all be packaged in opaque materials that prevent the product from being seen through the packaging. This is stricter than states like Arizona that treat opacity as a recommendation.

Opaque packaging serves two regulatory purposes in New Jersey. First, it prevents UV degradation of cannabinoids and terpenes, maintaining product quality throughout the supply chain. Second, it prevents visual identification of the product through the packaging, which the NJCRC considers part of its youth-appeal prevention strategy.

Our opaque mylar bags use a multi-layer construction with an opaque inner layer that blocks 100% of visible light. View our custom mylar bags for opaque options in every retail size.

The opacity requirement in New Jersey extends to all layers of the packaging. If you use a clear outer sleeve or label over an opaque bag, the NJCRC may flag the packaging because the product could be visible through the clear layer. Your entire packaging system — bag, label, sleeve — must be opaque. This means no window patches, no clear label sections, and no translucent materials.

Labeling, IICPS Symbol & Track-and-Trace

New Jersey has some of the most detailed labeling requirements in the country. Every cannabis package must display:

  • IICPS universal symbol — the Identifying Information for Cannabis Product Symbol, a standardized THC warning symbol that must be printed on every package
  • Comprehensive lab testing panels — cannabinoid profile (THC, THCA, CBD, CBDA, CBN, CBG), terpene profile, contaminant testing results including pesticides, heavy metals, microbial, and residual solvents
  • Track-and-trace barcodes — New Jersey uses a seed-to-sale tracking system, and every package must include a scannable barcode that links to the product's tracking record
  • Potency in milligrams — total THC content must be displayed in milligrams, not percentages
  • Warning statements — including "For use by adults 21 years and older" and health risk warnings

The lab testing panel requirement is significant. New Jersey wants consumers to see the full cannabinoid and contaminant profile, not just a THC percentage. This means your label needs enough space for a detailed testing panel, which requires careful design. A typical NJ-compliant label includes 12-15 data points from the lab report. Our custom cannabis labels are designed to accommodate New Jersey's full lab panel requirements.

The track-and-trace barcode must be scannable at the point of sale and linked to the NJCRC's seed-to-sale system. The barcode goes on every individual package, not just the outer shipping container. This means your label design must include a designated barcode area that remains scannable after the product is handled by consumers.

New Jersey's labeling rules also require serving size information for edibles, with each serving clearly marked. For multi-serving edibles, the package must indicate the number of servings and the THC content per serving. This is similar to food nutrition labeling but specific to cannabis potency.

What's Prohibited in New Jersey

New Jersey prohibits packaging that is attractive to minors. No cartoons, no youth-oriented imagery, no packaging that resembles commercial food or candy brands. The NJCRC evaluates packaging designs for youth appeal during the licensing and product approval process.

The state also prohibits false or misleading health claims. Packaging cannot claim to treat, cure, or prevent any disease. Medical cannabis products can reference qualifying conditions but cannot make therapeutic claims that are not supported by clinical evidence.

Non-compliant packaging can result in product seizure, fines, and license suspension. The NJCRC has been aggressive about enforcement, particularly around youth-appealing designs and missing IICPS symbols. In 2024, the NJCRC issued over 80 packaging-related violation notices, with missing IICPS symbols being the most common citation.

Brands that receive a violation notice have 10 business days to correct the issue or pull the product from shelves. This creates a tight timeline for redesigning and reprinting packaging, which is why getting it right the first time matters. We help brands avoid this cycle by reviewing designs against NJ rules before production.
