Pacific Extracts: All-In US Shipping, No Hidden Duties

Pacific Extracts, a California cannabis extract brand, needed 12,000 child-resistant concentrate jars plus custom labels for a 4-state launch (CA, OR, WA, NV). Their previous supplier's per-unit quote hid 22% in shipping, duties, and fees. CropPak's all-in pricing delivered 4 state-compliant label variants at $0.38/unit with zero surprise charges.

If you've ever bought cannabis packaging from a supplier who quoted you a per-unit price and then sent you an invoice that was 20% higher than you expected, you know exactly what happened to Pacific Extracts. It's one of the most common - and most frustrating - things in this industry. The quoted price isn't the real price. And when you're launching across multiple states with different compliance rules, the last thing you need is a surprise line item on your packaging invoice.

This is the story of Pacific Extracts (a representative client name based on a real CropPak scenario). They're a California extract brand launching across four states, and their previous packaging supplier cost them time, money, and sanity with hidden fees and incomplete compliance coverage.

The Client

Pacific Extracts is a California-based cannabis extract brand. They produce concentrates - wax, shatter, live resin - and they were preparing for a multi-state distribution launch. The plan: get product into dispensaries in California, Oregon, Washington, and Nevada simultaneously.

For the launch, they needed 12,000 concentrate jars (5ml, child-resistant) and 5,000 custom labels. The jars would be filled at their California facility, labeled with state-specific labels, and shipped to distribution partners in each of the four states.

Here's where it gets complicated. Each state has different cannabis packaging compliance requirements. And Pacific Extracts' previous supplier - a company that presented themselves as a one-stop packaging solution - couldn't actually handle all four states. They just said they could.

The Challenge

Hidden Fees - The 22% Problem

Pacific Extracts had been working with a packaging supplier who quoted them $0.31 per unit for concentrate jars. That's the per-unit price. What the quote didn't include: shipping from the factory to California, customs duties and brokerage fees for cross-border transport, labeling costs, and compliance documentation fees.

When the invoice arrived, the real cost was $0.38 per unit. That's 22% more than the quoted price. On 12,000 units, that's $840 in surprise charges. Not catastrophic for one order - but Pacific Extracts was planning to re-order monthly. Over a year, those hidden fees would have cost them over $10,000.

This is what I call the quoted price vs. real price problem. A lot of packaging suppliers quote you the per-unit manufacturing cost and treat everything else as a separate line item. Shipping, duties, brokerage, labeling, compliance docs - each one added after the fact. By the time you see the final invoice, the price you budgeted for is a fiction.

Four States, Four Compliance Symbols

The bigger challenge was compliance. Each of the four states Pacific Extracts was launching in has different packaging symbol requirements:

  • California: The CA universal symbol - a triangle with THC inside - required on all cannabis product packaging.
  • Oregon: Oregon requires its own compliance labeling, including specific warning text and symbol placement.
  • Washington: The Washington State Liquor and Cannabis Board (WSLCB) requires its own universal symbol on packaging.
  • Nevada: Nevada has its own compliance symbol and labeling requirements for cannabis products.

Pacific Extracts needed four different label variants - one for each state. Each label had to have the correct universal symbol, correct warning text, correct font sizing, and correct placement. Get any of this wrong and the product gets pulled from shelves in that state.

Their previous supplier said they could handle all four states. When Pacific Extracts asked for sample labels with each state's symbol, the supplier sent two - California and Oregon - and said they'd figure out Washington and Nevada later. That's not how a product launch works. You need all four label variants designed, proofed, and ready before you start filling jars.

No Single Supplier Could Handle All Four States

Pacific Extracts started looking for alternatives. They talked to three other suppliers. One could handle California and Nevada but not Oregon and Washington. Another could do California only. A third quoted them four different prices for four different label runs - essentially treating each state as a separate order with separate setup fees.

Managing four suppliers for one product launch is a logistics nightmare. Four lead times. Four quality standards. Four sets of compliance documentation. Four invoices. Pacific Extracts needed one supplier who could handle all four states, provide all four label variants, and give them one price.

That's when they called CropPak.

The Solution

All-In Pricing - One Quote, No Surprises

This is the core of what CropPak does differently. We give you one all-in price. That price includes the packaging (jars), the printing (labels), the shipping, and the duties. One number. No line items added later. No brokerage fee showing up on the invoice. No compliance documentation surcharge.

For Pacific Extracts, the all-in price was $0.38 per unit. That's the same as their previous supplier's real cost - but CropPak's $0.38 was the quoted price. Pacific Extracts knew what they were paying from day one. Their previous supplier quoted $0.31 and billed $0.38. We quoted $0.38 and billed $0.38.

The difference isn't in the final number. It's in the transparency. Pacific Extracts could budget accurately. They could project their per-unit cost for the entire year. They didn't have to set aside a contingency for surprise fees because there weren't any.

Multi-State Labeling - Four Variants, One Supplier

We printed four label variants - one for each state. Each variant had the correct universal symbol, correct warning text, and correct placement for that state's regulations:

  • California label: CA universal symbol (triangle with THC), required warning text, THC/CBD content fields.
  • Oregon label: OR compliance labeling, Oregon-specific warning text, required symbol placement.
  • Washington label: WSLCB universal symbol, Washington-required warning text, compliant font sizing.
  • Nevada label: NV compliance symbol, Nevada-specific labeling requirements, warning text in required format.

All four variants were designed, proofed, and approved before production started. Pacific Extracts reviewed physical proofs of each label - not digital mockups - and confirmed compliance before we went to print. No figuring it out later. No we'll handle Washington when we get to it. All four states, ready to go, from one supplier.

CR Concentrate Jars with ASTM D3475 Certified Closure

The 5ml concentrate jars needed to be child-resistant. We specified jars with a push-and-turn closure certified to ASTM D3475 - the standard for child-resistant packaging in the US. The closure requires two simultaneous actions (push down and turn) to open, making it resistant to access by young children.

Full ASTM D3475 test certificates were provided with the order. Pacific Extracts could include these in their compliance submissions for each state without having to chase down documentation from a supplier who didn't control the manufacturing.

Factory-Direct at 12,000 MOQ

The jars were sourced factory-direct at the 12,000-unit MOQ. No broker. No middleman adding margin. The same factory that made the jars printed the labels. One supply chain, one quality standard, one point of accountability.

Cross-Border Shipping from BC to California

CropPak is based in Abbotsford, BC. Pacific Extracts' distribution center is in California. We handled the cross-border shipping - including customs clearance, duties, and logistics - as part of the all-in price. Pacific Extracts didn't have to hire a customs broker, file their own paperwork, or deal with border delays. The jars and labels showed up at their California facility, ready for filling.

The Results

All-In Price: $0.38/Unit - Zero Surprise Fees

The final invoice matched the quote. $0.38 per unit, all-in, for 12,000 jars plus 5,000 custom labels. No shipping charges added. No duties billed separately. No compliance documentation fees. One number, one invoice, one payment. Pacific Extracts' finance team actually called us to confirm the invoice was correct because they were used to seeing a different number on the final bill.

Four State-Compliant Label Variants from One Supplier

All four label variants - CA, OR, WA, NV - were delivered simultaneously. Each had the correct universal symbol, correct warning text, and correct placement. Pacific Extracts filled jars, applied the state-specific labels, and shipped to all four states from one production run. No delays from managing multiple suppliers. No quality inconsistencies between label batches.

Lead Time: 3.5 Weeks

From artwork approval to delivery at the California distribution center: 3.5 weeks. That included manufacturing the jars, printing four label variants, cross-border shipping, and customs clearance. Pacific Extracts' previous supplier hadn't even been able to provide all four label designs in that timeframe - let alone manufacture, print, and ship.

Zero Compliance Issues Across All Four States

Product launched in all four states with zero compliance issues. No products pulled. No labeling corrections. No warning letters. Each state's dispensaries received correctly labeled, child-resistant, fully compliant packaging. Pacific Extracts' compliance team had the documentation ready for each state - ASTM D3475 certificates, material specs, label specifications - before the first jar hit a shelf.

Multi-State Launch - Successful

The launch went as planned. Product hit shelves in California, Oregon, Washington, and Nevada on the target date. Pacific Extracts' distribution partners received correctly packaged product with no compliance flags. The multi-state launch that had seemed logistically impossible with their previous supplier became straightforward with one supplier who could handle everything.

What We Learned

The packaging industry has a transparency problem. Too many suppliers quote a per-unit price that doesn't include shipping, duties, labeling, or compliance documentation. The number on the quote looks good. The number on the invoice doesn't match. And by the time you realize it, you've already committed to the order.

Pacific Extracts' previous supplier quoted $0.31 and billed $0.38. That 22% gap wasn't a rounding error - it was a business model. Quote low, add fees later, and hope the client doesn't notice until it's too late to switch suppliers.

At CropPak, we do the opposite. We give you one all-in price that includes everything - packaging, printing, shipping, duties, compliance documentation. The number on the quote is the number on the invoice. If something costs more than we expected, we absorb it. That's our problem, not yours.

The multi-state compliance challenge is real. Each state has different symbols, different warning text, different labeling rules. But it's not unsolvable - if your supplier actually knows the rules and has the production capability to print multiple variants. The problem is finding a supplier who does both. Most suppliers can do one state. Some can do two. Very few can do four states with correct compliance labeling from a single production run.

If you're planning a multi-state cannabis product launch, ask your packaging supplier two questions: Can you provide labels for every state I'm launching in? and Does your quote include shipping, duties, and compliance documentation? If the answer to either is no, or we'll figure it out, you need a different supplier.
