Northern Lights Co: CR Mylar Bags in 2 Weeks, Health Canada Compliant

Northern Lights Co, an Ontario licensed producer, needed 8,000 child-resistant mylar bags for a Health Canada-compliant product launch. Their previous supplier quoted 6 weeks and delivered gloss-finish bags that failed plain packaging rules. CropPak delivered matte-finish, bilingual, SOR/2018-144 compliant bags in 2 weeks.

Product launches in cannabis don't move. You set a date, you commit to retailers, you schedule marketing, and you build your timeline backward from that date. When your packaging supplier can't hit that date, or ships you something that doesn't pass inspection, the whole launch is at risk.

This is the story of Northern Lights Co (a representative client name - based on a real CropPak scenario). They're an Ontario licensed producer launching a new flower product line, and they almost missed their launch window because of a packaging supplier who said they were Health Canada-compliant when they weren't.

The Client

Northern Lights Co is an Ontario licensed producer (LP) with a cultivation facility and processing operation in southwestern Ontario. They were preparing to launch a new product line - 3.5g flower in mylar bags - and needed 8,000 child-resistant bags for the initial production run.

The launch date was fixed. Retailers were confirmed. Marketing was scheduled. Everything was built around getting product on shelves by a specific date. That meant packaging had to be in hand, tested, and ready to go at least two weeks before launch to allow for filling, QC, and distribution logistics.

Northern Lights had been working with a packaging supplier who'd quoted them a 6-week lead time on custom-printed CR mylar bags. Six weeks from artwork approval to delivery. That was tight for the launch timeline, but workable - until it wasn't.

The Challenge

Two weeks before Northern Lights was supposed to approve their artwork and place the order, they got a sample bag from their existing supplier. The sample was labeled as Health Canada compliant. It wasn't.

The Gloss Finish Problem

Health Canada's cannabis packaging regulations under SOR/2018-144 require plain packaging. Plain packaging means: a single neutral color, no gloss or metallic finish, standardized cannabis symbol, and bilingual labeling. The intent is to prevent packaging from being attractive or appealing, particularly to youth.

The sample bag Northern Lights received had a glossy finish. Gloss catches light. It looks premium. It also violates the plain packaging requirement. If Northern Lights had shipped flower in those bags and Health Canada inspected, the product would have been pulled from shelves. That's not a risk - that's a certainty. Health Canada inspectors check finish.

When Northern Lights pushed back on the supplier, the supplier said gloss was industry standard and that they'd never had a problem. That's not the same as being compliant. Northern Lights needed a supplier who understood SOR/2018-144 down to the finish level - not one who hoped no one would notice.

The 6-Week Lead Time

Even if the finish issue could be resolved, the 6-week lead time was now a problem. Northern Lights had spent two weeks going back and forth with their existing supplier on the gloss issue. The launch date hadn't moved. They now had 4 weeks to get compliant bags - and their supplier's lead time was 6 weeks.

The math didn't work. They needed a supplier who could deliver Health Canada-compliant CR mylar bags in 2 weeks from artwork approval, with full compliance documentation, at a volume of 8,000 units. That's when they called CropPak.

Health Canada Plain Packaging Requirements - The Full List

Let me break down what Health Canada compliant actually means for mylar bags, because a lot of suppliers get this wrong:

  • Single neutral color - one background color, on the approved neutral list. No multicolor designs.
  • Matte (non-gloss) finish - no glossy, metallic, or shiny surfaces. The bag must have a flat, non-reflective appearance.
  • Standardized red cannabis symbol - the Health Canada cannabis symbol printed in red, minimum 1.2cm in size, on the principal display panel.
  • Bilingual labeling - all required text (brand name, product type, THC/CBD content, health warning) in both English and French.
  • Child-resistant closure - the bag must meet child-resistant packaging standards (16 CFR 1700.20 in the US, or equivalent).

If any one of these is missing or wrong, the packaging is non-compliant. Northern Lights' existing supplier got the color right and the bilingual text right - but the gloss finish failed the plain packaging requirement. One missing element and the whole order is non-compliant.

The Solution

Here's what CropPak delivered for Northern Lights.

Factory-Direct Digital Printing - 2-Week Turnaround

We ran digital printing directly from our factory. No broker, no middleman, no coordination across multiple suppliers. Digital printing means no plate fees, no setup costs for color changes, and a 2-3 week lead time from artwork approval to delivery. Northern Lights approved their artwork on a Monday. Bags were delivered 13 days later - under the 2-week window they needed.

Matte (Non-Gloss) Finish - Specified and Guaranteed

We specified a matte finish on the bag material. Matte means the surface is flat and non-reflective - it doesn't catch light the way a gloss finish does. This is what SOR/2018-144 requires. We provided Northern Lights with a material specification sheet confirming the matte finish, so they had documentation if Health Canada asked.

Standardized Red Cannabis Symbol at 1.2cm Minimum

The Health Canada cannabis symbol - the red hexagon with the marijuana leaf - was printed at 1.2cm minimum dimension on the principal display panel. We've printed this symbol hundreds of times. We know the size requirements, the color specifications (Pantone 186 C), and the placement rules. Northern Lights didn't have to worry about whether the symbol was correct - we handled it.

Bilingual English/French Text

All required labeling text was printed in both English and French. Brand name, product type (dried cannabis), THC and CBD content ranges, and the health warning message - all bilingual, all in the required font sizes and positions per Health Canada's labeling guide. Northern Lights provided the French translations; we handled the layout and print.

CR Zipper Certified to 16 CFR 1700.20 and ISO 8317

The child-resistant zipper was certified to both CPSC 16 CFR 1700.20 (US standard) and ISO 8317 (international standard). We provided the full test certificates from accredited labs. Northern Lights could hand these to Health Canada during inspection without a second thought.

Full Compliance Documentation Package

This is the part that most suppliers skip and that matters most. Northern Lights received a complete compliance documentation package with their order:

  • Material specification sheet (including matte finish confirmation)
  • Child-resistant zipper test certificates (16 CFR 1700.20 and ISO 8317)
  • Plain packaging certification (confirming single neutral color, non-gloss finish, standardized symbol, bilingual labeling)
  • Printing specification (ink type, color values, symbol dimensions)

When Health Canada showed up for inspection, Northern Lights had a folder ready. That's how compliance should work.

The Results

Product Launched On Schedule

The launch happened on the date Northern Lights had committed to. No delay. No rescheduled retail placements. No wasted marketing spend. Bags arrived 13 days after artwork approval, giving Northern Lights a full week to fill, QC, and ship to retailers before the launch date.

Health Canada Inspection - Passed First Attempt

Health Canada inspected Northern Lights' facility and product line as part of the launch process. The packaging passed on the first attempt. No flags. No corrective actions. The inspector reviewed the compliance documentation, examined the bags, confirmed the matte finish, verified the cannabis symbol size and placement, checked the bilingual labeling, and signed off. The whole packaging portion of the inspection took under 30 minutes.

2-Week vs 6-Week Lead Time

The previous supplier quoted 6 weeks. CropPak delivered in 13 days. That 4-week difference was the margin between launching on time and missing the window entirely. For a licensed producer with a fixed launch date and committed retailers, 4 weeks isn't a convenience - it's the difference between revenue and a missed opportunity.

8,000 Units at $0.31/Unit All-In

The all-in price was $0.31 per unit - including the bag, digital printing, CR zipper, compliance documentation, and shipping. One number. No surprise line items. No compliance documentation fee added after the fact. Northern Lights knew what they were paying from the first quote.

What We Learned

The biggest lesson here isn't about lead times or pricing. It's about compliance knowledge. Northern Lights' previous supplier said their bags were Health Canada compliant. They weren't. The supplier either didn't understand the plain packaging requirements - specifically the matte finish rule - or they chose to ignore it and hope no one caught it.

In cannabis, compliance isn't optional, and it's not a best-effort situation. If your packaging supplier can't tell you the specific SOR/2018-144 requirements - single neutral color, matte finish, 1.2cm cannabis symbol, bilingual labeling - without looking them up, they're not a compliance partner. They're just a vendor who hopes things work out.

At CropPak, we've been doing this long enough that the requirements are second nature. We don't guess at compliance. We specify it, document it, and stand behind it. Northern Lights' launch succeeded because they switched to a supplier who knew the rules - not one who hoped nobody would check.

If you're an Ontario LP or any Canadian licensed producer preparing a product launch, ask your packaging supplier for a plain packaging certification document before you place your order. If they can't provide it, or if they don't know what it is, find a different supplier.
